Hi Pest! The answer depends on whether you want to learn artistic design for graphics, or code development. The lead program for art web design would be Adobe Illustrator, but you can go with Gimp or any design/layout tool.
If you want to learn coding, I'd recommend Adobe Dreamweaver but also Sublime Text.
